You can always ask in the game forum and every mod has it's own discussion section and comments to communicate with the uploader. I've been forced to go into the steam workshop folder and manually go in and delete the files then inch steam through re-downloading each individual mod. Each mod outlines when it was last updated on the workshop page and then it's down to the uploader to state whether it's compatible with the current game version. It's that simple and that's why you should only download content that doesn't conflict, is regularly updated and from a trusted workshop source. The most common reason is mod authors not updating their mods. They all update accordingly, I don't have to delve into any folders or even re-subscribe. I have over 170 active mods and don't have this issue with any of my games. The problem is that mod authors don't update their mods to correlate with the latest version of the game and account for any changes there, so the mods become outdated by virtue of that rather than it being a case of Steam not updating them because that's not the case.
